Fifa did not name the countries but former general secretary Michel Zen-Ruffinen is alleged to have told undercover reporters Spain/Portugal has a deal with Qatar.
Miguel Angel Lopez, chief of the Iberian bid, said: ‘I’m ready to work with Fifa to clear this matter up."
